to any consideration to be given to possible

goodwill value;

to any possible consideration to be given for

past losses in previous had years; and

to various other relevant factors that may be

considered to be of value by your Committee in

determining the subject matter under inquiry.

" (3) Having so determined the general principles, your Committee

will then find it relatively easy to hold a second open

inquiry as to one or more representative Chinese Hotels and

to ascertain whether in this case, any case has been made out

for a decrease in existing rates. During such second inquiry

evidence along similar lines but with particular relevance to

Chinese hotels would be presented, including evidence and

analysis from the same reputable firm of Chartered

Accountants, as a guide to the Committee for their subse-

quent decisions in the case of all other individual hotels

to be considered.

It is respectfully submitted that thereafter your Committee

would be in a position, without further judicial inquiry,

to deal with all other cases on a detailed analysis by the

same firm of Chartered Accountants presented for each

individual hotel.

I should like respectfully to list the disadvantages

attending a course of inquiry other than the one we suggest :-

(i)

Any decisions affecting the problems for inquiry either

generally, as to whether a case had been made out for

control or not, or individually as regards each hotel,

may carry with them the possible suggestion of unfairness,

if no open public inquiry has been held.

" (ii) Irresponsible and untested allegations are liable to be

made either pro or contra if the inquiry is not in the
